Punishment for the criminals
The cells should amount to solitary confinement and absolutely
NO contact should be allowed among the inmates. Cells
include a bunk, toilet, sink, and fold down writing area (although
a clip-board could suffice)--NOTHING else! Definitely NO items
such as T.V.'s, stereos, tape players, (etc.) are allowed!The inmates spend a minimum of 24 hours and possibly a (normal) maximum of 72 hours in the cell prior to his sentence being carried out and approximately another 24 hours afterward. During this time, the only contact allowed would be with guards bringing meals or doing routine checks.
Transport to the center

If, when it comes time to take the prisoner out of the cell and
walk them to the area where their sentence will be carried out,
they have to be forcibly restrained, they should be handcuffed and
then left alone in their cell for at least an hour, then revisited
by the officer, whose job it would be to point out the utter
futility of resistance and the more serious consequences which
further resistance would produce.
Punishment
If the inmates infraction was more serious, the inmate were chained to a cell wall. Probably the most fearsome punishment entailed by a stay in the disciplinary cell is the “disciplinary bed”. It consists of a horizontal metal “shackle board” – a bare metal plank laid flat and supported by four low legs, and equipped with a set of handcuffs by which the prisoner is secured to each corner. As the victim lays spread-eagle on the metal plank, the slightest discomfort will gradually evolve into a tormenting pain.
