The basic training bootcamp program is designed to provide an alternative to long periods of incarceration for inmates who have been sentenced under the Youthful Offender Act or have been classified as youthful offenders by the department and who meet specified criteria when space is available and the sentencing court approves. Inmates participating in the basic training program shall follow a regimented schedule involving structured discipline, counseling, general educational development and adult basic education courses, work assignments, physical training and other rehabilitation programs.
Boot camp programs operate under a military-like routine wherein young offenders convicted of less serious, nonviolent crimes are confined for a short period of time, from 3 to 6 months. Boot camp programs are generally designed for young, nonviolent offenders with their first felony conviction.

It is the place where the federal government puts its ``worst of the worst'' prisoners, mainly felons sent from other federal prisons after they killed their fellow inmates, or on occasion, their guards. Beds, desks and stools are made of poured concrete. Toilets have a valve that shuts off the water if an inmate tries to flood his cell by stopping it up. Sinks have no taps, just buttons -- inmates used to unscrew the taps and use the plumbing parts as shanks.

When securing a (dangerous) prisoner with handcuffs only, cuff his hands behind his back. Unless they're secured with a belly chain or handcuff belt, or attached with a chain to leg irons, cuffs attached in front can give the prisoner a dangerous weapon. Standard police handcuff practice requires that a prisoner's palms face away from each other and that the keyhole of the cuffs face upward, away from his hands. This arrangement makes it very difficult for the prisoner to open the cuffs even with a key, and if he manages to maneuver the cuffs around in front of him, his hands will not be in an effective way to do any damage.
